Summer is hot and humid there. The best days are typically in May and September/October. This spot is for running, cycling, walking and sitting. Seasonal kayaking from pier 2, no other water access. It could get a bit crowded, but great spaces, good variety of parks and places on piers in the East River. There is also a plenty of places to stay all over the city. If you'd like to eat, there is a nice bar called "Long Island Bar", it's on Atlantic Avenue, 5 min walk from this spot.
